During Winter Storm Uri in February 2021, Mayor Bill Hastings said about 80% of City of Katy residents were without power at one point, most of them for several days. When Hurricane Beryl made landfall on July 8, 2024, it brought down a power pole in a Katy-area neighborhood off Katy Flewellen Road, and Katy residents again lost electricity for several days. The Mark A. Chapman YMCA served as a cooling and charging center.

What goes into a Katy generator install.
Most Katy homes already have natural gas
Piped natural gas heats 62.9% of occupied homes in the City of Katy, and between 57.5% and 63.1% across ZIPs 77449, 77450, 77493 and 77494. Propane heats less than 2% of homes in the city and in each of those ZIPs. So for many Katy homes, a standby generator can run from the gas service the house already has, with no tank to refill during a long outage.
Two permits inside city limits
In the City of Katy, a standby generator is two permitted jobs. The transfer switch and electrical connection fall under the city's permit for home backup power, and the gas line to the generator needs its own plumbing permit, inspected by a state-licensed plumbing inspector employed by the city. When an electric or fuel-gas service release to CenterPoint Energy is needed, the city sends it after a passing inspection.
What Texas SB 1202 changed, and what it did not
Since September 1, 2025, SB 1202 lets owners of one- and two-family homes pick a qualified third party for plan review and inspection of home backup power. That can be a licensed master electrician, electrical inspector or engineer. Under the city's notice, when a third party is used, the city does not review or inspect, and that party does the electrical release inspection and must send all documents to the city within 15 days of completion. SB 1202 does not cover a panel or service upgrade or the generator's gas piping, so those stay with the city.

HOA rules in Greater Katy

State law limits its location rules: a rule that would raise the installation cost by more than 10% cannot be enforced. Does Katy still require a permit for a generator after SB 1202?
Yes. The City of Katy says it still requires a permit for home backup power, which includes a generator connected through a transfer switch.
What if my gas meter is too small for a generator?
We check the meter and gas line at the sizing visit, before we quote. If they cannot carry the generator along with your other gas appliances, your gas utility may need to upgrade the meter first. If that is not practical, the unit can run on propane instead.
Can my Katy HOA say no to a standby generator?
Not for a unit that qualifies under Texas Property Code Section 202.019: permanently installed, fueled by natural gas, propane or another listed fuel, inside the maker's sound enclosure, connected through a transfer switch and rated 7 kW or more. The association can still require licensed contractors for the electrical, plumbing and fuel connections, screening when the unit is visible from the street or neighbors, reasonable testing times and reasonable location rules. A location rule also cannot be enforced if it would raise the cost of connecting the unit's lines by more than 20%.
What sets the timeline for a generator inside City of Katy limits?
Mostly the steps around it: any HOA approval, any gas meter work by your gas utility, and the city's permit review plus its electrical and plumbing inspections. Once the permits and any meter work are in place, setting the unit, pad and transfer switch normally takes a day of work.
My home is in 77449, outside Katy city limits. Who permits the generator?
About 15% of the land in 77449 is inside Houston city limits, so homes there go through City of Houston permitting. The other 85% is outside any city, and for those addresses we confirm with Harris County what the install needs before we quote.
